Food waste disposal difficulties: formal enterprises are difficult to enemy illegal acquirers.
In recent years, with the rapid development of the catering industry in major cities in China, the amount of kitchen waste has been increasing year after year. The huge amount of kitchen waste not only causes social headaches, but also all kinds of food safety problems such as "gutter oil" and "garbage pig", which make people talk about it. This situation needs to be changed.
On August 2, the National Development and Reform Commission, the Ministry of Finance, and the Ministry of Housing and Urban-Rural Development announced that they will arrange a special fund of 0.63 billion yuan for the development of circular economy to support 33 pilot cities (districts) across the country to carry out resource utilization and harmless treatment of kitchen waste. Explore the "way out" of kitchen waste to provide experience and reference. There is no doubt that the introduction of this measure will play an important role in developing circular economy and ensuring food safety. It will also help to cut off the illegal interest chain such as "gutter oil" returning to the dining table and "garbage pig" from the source, so as to truly turn waste into treasure and harm into profit.
In fact, before that, the state has issued relevant documents such as "opinions on strengthening the regulation of gutter oil and the management of kitchen waste", and many places have also strengthened the management one after another. However, despite the guidance at the national level and the specific measures taken by various regions, the negative news about the disposal of kitchen waste is still endless. Food waste disposal is also facing an embarrassing situation: due to the lack of a sound management mechanism in the food waste recycling system, driven by interests, on the one hand, formal recycling companies are difficult to match the high prices offered by illegal purchasers, and the recovery rate is very low. Most of them are in a situation where there is a lack of or no food waste to deal with, and it is difficult to operate normally; on the other hand, illegal purchasers without any qualifications and no processing capacity are popular, "Waste oil" and "garbage pig" continue to return to the people's table.
Therefore, the primary solution to the resource utilization and harmless treatment of kitchen waste is the "difficult recycling" problem of kitchen waste in formal enterprises. Only when formal recycling enterprises "have rice in the pot" can we talk about the basic profitability and normal operation of the enterprise, the institutionalization and sustainability of food waste disposal in pilot cities, and the promotion value of the pilot. In short, only by solving the "difficulty of recycling" can the resource utilization and harmless treatment of kitchen waste have the basis for implementation.
To solve the problem of "difficult recycling" in formal enterprises, the key is to cut off the black interest chain behind it, improve the management mechanism of the recycling system, and handle the relationship between food waste producers, formal recycling enterprises, illegal purchasers, and government supervision.
In the final analysis, kitchen waste is a profitable resource that needs to regulate the interests of all parties. At present, in the process of disposing of food waste, some cities charge food waste producers a certain treatment fee in accordance with the principle of "who pollutes who is responsible. Under the two-way pressure of "paying for sewage" and "selling for profit", these food waste producers will naturally tend to sell food waste to illegal purchasers for profit.
The treatment of kitchen waste in pilot cities should not only rely on the "consciousness" of kitchen waste producers, but should be rewarded and punished in parallel. At the same time of strict supervision, the government should study whether it can exempt the "pollution control fee" of the kitchen waste discharger, and even recycle the kitchen waste in the form of compensation; for the formal recycling enterprises, it should give policy and financial support to improve their enthusiasm for recycling and treatment, so as to at least ensure the normal operation and basic profit of the recycling enterprises.
In addition, the government, as a regulator, should implement an administrative licensing system for the collection, transportation and disposal of kitchen waste, and establish a compulsory recycling system; at the same time, establish strict supervision procedures and implement strict law enforcement. On the one hand, strictly supervise the flow of kitchen waste, and increase the crackdown on illegal discharge and illegal sale of kitchen waste producers; on the other hand, severely crack down on illegal purchasers who do not have permits for collection, transportation and disposal. It is unprofitable and has no holes to drill. (Xinhua News Agency reporter Chen Wenguang)
