Food waste disposal is also facing an embarrassing situation: due to the lack of a sound management mechanism in the food waste recycling system, driven by interests, on the one hand, formal recycling companies are difficult to match the high prices offered by illegal purchasers, and the recovery rate is very low. Most of them are in a situation where there is a lack of or no food waste to deal with, and it is difficult to operate normally; on the other hand, illegal purchasers without any qualifications and no processing capacity are popular, "Waste oil" and "garbage pig" continue to return to the people's table.

Therefore, the primary solution to the resource utilization and harmless treatment of kitchen waste is the "difficult recycling" problem of kitchen waste in formal enterprises. Only when formal recycling enterprises "have rice in the pot" can we talk about the basic profitability and normal operation of the enterprise, the institutionalization and sustainability of food waste disposal in pilot cities, and the promotion value of the pilot. In short, only by solving the "difficulty of recycling" can the resource utilization and harmless treatment of kitchen waste have the basis for implementation.

To solve the problem of "difficult recycling" in formal enterprises, the key is to cut off the black interest chain behind it, improve the management mechanism of the recycling system, and handle the relationship between food waste producers, formal recycling enterprises, illegal purchasers, and government supervision.

In the final analysis, kitchen waste is a profitable resource that needs to regulate the interests of all parties. At present, in the process of disposing of food waste, some cities charge food waste producers a certain treatment fee in accordance with the principle of "who pollutes who is responsible. In addition, the government, as a regulator, should implement an administrative licensing system for the collection, transportation and disposal of kitchen waste, and establish a compulsory recycling system; at the same time, establish strict supervision procedures and implement strict law enforcement. On the one hand, strictly supervise the flow of kitchen waste, and increase the crackdown on illegal discharge and illegal sale of kitchen waste producers; on the other hand, severely crack down on illegal purchasers who do not have permits for collection, transportation and disposal.
